El Masnou Town Council is committed to making the website elmasnouterrademar.cat accessible in accordance with Royal Decree 1112/2018 of 1 September on the accessibility of public sector websites and mobile applications, which transposes Directive (EU) 2016/2102 of the European Parliament and of the Council.

3. Exempt content

The content detailed below is exempt from accessibility requirements in accordance with the exemptions set out in Directive (EU) 2016/2102 and Royal Decree 1112/2018:

Embedded YouTube presentation video (home page)
The website contains a presentation video embedded from YouTube that does not include an audio track. In the absence of audio, criterion 1.2.2 (Captions for prerecorded content, Level AA) does not apply. The video has a descriptive ARIA label accessible to screen readers.

YouTube video published in 2014
The website includes a YouTube video published in 2014 that does not have captions. In accordance with Article 1, paragraph 4, point d) of Directive (EU) 2016/2102, prerecorded time-based media published before 23 September 2020 is exempt from the accessibility requirements of this legislation.

Third-party content: YouTube player
The internal YouTube player generates its own code, which includes some elements with accessibility limitations detected by automated tools. These elements are part of YouTube’s code and are not under the control of El Masnou Town Council. In accordance with Article 1, paragraph 4, point b) of Directive (EU) 2016/2102, third-party content that has not been funded or developed by the public sector body and is not under its control is exempt from the accessibility requirements of this legislation.

This statement was prepared on 22 May 2026 by imesdisseny, the company responsible for the development and technical maintenance of the website.

Evaluation methodology

The evaluation was carried out using the following techniques:

  • Automated audit with WAVE (WebAIM Web Accessibility Evaluation Tool) on 4 representative pages: home page, Tourist Offer, Finca Bellresguard and El Masnou Municipal Nautical Museum.
  • Manual keyboard navigation verification with Firefox — focus order, focus visibility, activation of interactive elements and menus.
  • Manual verification with the VoiceOver screen reader (macOS) — announcement of interactive elements, ARIA labels, navigation menu and language selector.
  • Audit with Google Lighthouse — result obtained: 100 out of 100 on both mobile and desktop devices.
  • Automated audit with axe-core using the webaccessible.cat accessibility evaluation tool — result obtained: 10 out of 10.
  • Review of the WCAG 2.2 AA criteria following the webaccessible.cat reference guide during the audit and correction process.

Note on warnings from automated tools

Some automated auditing tools, such as WAVE, generate warnings about elements that manual verification confirms comply with the regulations. These cases correspond to:

  • Text over background image: automated tools cannot calculate the contrast of text placed over an image; manual verification confirms a ratio above the minimum required.
  • Decorative elements: icons with aria-hidden="true" are explicitly hidden from screen readers and exempt from the contrast requirement.
  • Visually hidden form labels: accessible to screen readers using the screen-reader-only technique and not perceptible to sighted users.

None of these warnings represents an actual breach of WCAG 2.1 AA.
